NKorea nuclear talks get under way in Beijing

BEIJING (AFP) - - Six-nation talks aimed at ending North Korea's nuclear programme began Monday in Beijing, a Chinese official said.
The talks at the Diaoyutai State Guest House, in the western part of the Chinese capital, kicked off shortly before 4:30 pm (0830 GMT), 90 minutes later than originally scheduled, the official said.
Hopes for substantial progress in the talks have been lowered due to a refusal by North Korea to recognise Japan as a participant in the forum.
However, a South Korean official indicated the talks got under way with all delegates present.
"All six chief delegates entered the meeting room," the official told AFP.
North Korea said Saturday it would not recognise Japan's participation in protest at Tokyo's refusal to provide energy aid under an accord that offered Pyongyang energy and diplomatic concessions in return for denuclearisation.
The latest round of six-party talks -- bringing together the United States, the two Koreas, China, Japan and Russia -- was scheduled to discuss how to verify North Korea's declaration of its nuclear facilities.
