One of the 10 most wanted men in the United States, Montoya, alias "Don Diego," headed the Cartel del Norte del Valle, which replaced the notorious Cali and Medellin cartels in the 1990s. When he was arrested in September 2007, Colombian authorities said he was the most powerful drug lord in the country and responsible for 70 percent of cocaine exports to the United States and Europe. They also blamed him for more than 1,500 murders. Montoya, about 50 years old, will be indicted by a federal court in Miami on Monday on 12 charges including drug trafficking, money laundering and murder, the local attorney general's office said. Don Diego was taken Friday morning from a maximum security prison in Colombia's central Boyaca department and flown by helicopter to Bogota where he was turned over to US Drug Enforcement Agency officials, who in turn escorted him on a flight to Miami. "This extradition is perhaps the most important in years," police chief General Oscar Naranjo said after Montoya left Bogota. "Colombia is closing a chapter in its fight against drug trafficking." The head of the Federal Bureau of Investigation's Miami office Jonathan Solomon said with Montoya's extradition, "We've taken a big step toward dismantling the cartel del Norte del Valle." Montoya is the third cartel del Norte boss to be extradited following his brother Juan Carlos Montoya Sanchez, and cousin, Carlos Felipe Toro, both of whom were brought to Miami in 2005, convicted and sentenced to 21 and 19 years in prison respectively. Don Diego's other brother, Eugenio, arrested in 2008 and also extradited to the United States is currently on trial. In 2004 the US Federal Bureau of Investigation put Montoya on its most wanted list, and estimated he was behind 60 percent of the cocaine exported to the United States. "No other drug trafficking case has been as significant since the brothers Rodriguez Orejuela were convicted and sentenced" in 2006 to 30 years in jail, said Alex Acosta, attorney general for southern Florida. "With those convictions and sentences... the infamous Cali drug cartel was effectively dismantled," he added. The Norte del Valle cartel chiefly operated in southwestern Colombia. It allegedly overtook the Cali cartel as a major exporter of cocaine, with more than 500 tons, or 10 billion dollars' worth, sent to the United States each year, according to US Justice Department data. Colombian authorities say Montoya's extradition came as the price of cocaine in the United States is rising, and its level of purity is sharply down, due to what they say are more successful drug eradication efforts. Besides drug cartels, the illegal drugs trade in Colombia is also managed by rebel groups such as the Revolutionary Armed Forces of Colombia and National Liberation Army, with right-wing paramilitary groups also taking part.
