The breakthrough, achieved following preliminary negotiations in Hong Kong this week, will see the two sides sitting down for formal talks in Norway in February next year. "The government... shall aggressively pursue the path to peace towards a just and honourable settlement of conflicts," chief Philippine negotiator Alexander Padilla said as he announced the planned restart. Luis Jalandoni, chief negotiator of the Communist Party of the Philippines, separately said the talks had been tentatively set for Oslo, Norway, from February 19 to 25. Jalandoni described the preliminary talks in Hong Kong as "fruitful, meaningful and cordial". President Benigno Aquino said shortly after taking office in June that he wanted to resume peace talks with the rebels, after negotiations under predecessor Gloria Arroyo were suspended in 2005. Those talks were also held in Norway. The two sides also announced an 18-day Christmas ceasefire from December 16. The communists' armed wing, the 5,000-member New People's Army, has been waging a 41-year armed campaign that, in recent years, has claimed at least a thousand lives every year, according to government estimates. As the two sides announced a return to the peace table, police reported that communist guerrillas raided a construction site in the northern Philippines late Thursday, stealing guns and setting fire to heavy equipment. Two security guards at the site near the town of Gonzaga were unharmed but were robbed of their shotguns, a police report said. Aquino has also been seeking to restart peace talks with Muslim separatists waging their own decades-long rebellion in the country's south. This uprising has separately claimed about 150,000 lives according to independent estimates. Peace talks with the Moro Islamic Liberation Front were to have restarted in November after Aquino named a new government negotiator, but the group has set new conditions that the government so far ignored.
