China says it's serious about climate change talks

HONG KONG - China's foreign minister said Tuesday that Beijing takes the threat of global warming seriously and will work with other countries on a new climate change treaty, but insisted developed countries should take the lead.
Yang Jiechi said China will take part in recently started talks on a new climate treaty to replace the Kyoto Protocol "in a very serious manner." Yang did not make specific commitments in his remarks at former President Bill Clinton's charitable conference in Hong Kong, but said China "will not shirk our responsibility."
But Yang also reiterated China's position that developed countries should lead the way in combating climate change.
"Yes, we have considerable greenhouse gas emissions, but in terms of per capita emissions, China is way below that of developed nations," he said.
Climate talks have long been burdened by disagreements between the United States, which rejected the Kyoto treaty as imbalanced and harmful to economic growth, and developing countries, which objected to measures that could limit development and efforts to reduce poverty.
According to some experts, China has surpassed the United States to become the world's biggest emitter of carbon dioxide emissions that contribute to global warming. Most of China's greenhouse gases come from coal combustion, but the country is reluctant to commit to cuts in emissions because its growing economy is largely dependent on coal for its energy needs.
Yang said that while China expects growth in energy consumption, "we will try to control the pace as much as possible," noting that Beijing had set the target of reducing major pollutants by 10 percent in the 2005-2010 period.
Yang also stressed the importance of fighting poverty.
"In this world, there are still some people who are living in abject poverty. For them, subsistence comes first. So that's why it's so important for all of us to give them help to let them be able to live a decent life, and in the process we should try to encourage each other to be more friendly toward the environment," he said.
Negotiators in Poland kicked off yearlong talks Monday on a new treaty to reduce greenhouse gas emissions. Experts say a new deal should be signed at a 2009 climate conference in Copenhagen so it can be ratified in time to replace Kyoto when it expires in 2012.
