Philippine Comelec Prepares To Implement Fair Election Act

Manila, Metro Manila, Philippines (AHN) - The Philippine entertainment scene may have less glitter for the next four months as the country's Commission on Election said Thursday that it is preparing to implement the Fair Election Act.
The Act specifies that all movie and television personalities who are endorsing political candidates for the May 10 national election are considered resigned or urged to go on leave from their respective programs. The election watchdog Parish Pastoral Council for Responsible Voting pushed for the implementation of the Fair Election Act.
The move surprised many Filipino celebrities, as it has been a practice by Philippine politicians to get celebrity endorsers to boost their chances of winning local and national posts. Outgoing Philippine President Gloria Macapagal-Arroyo used Filipina actress Nora Aunor, who bears resemblance to Arroyo, in her campaign before. Another former president, Fidel Ramos, tapped on the popularity of the then top action star Robin Padilla to court votes.
However, during that time the Fair Election Act was non-existent. In the past elections, only celebrity candidates were banned from appearing in movies and TV or radio shows during the campaign period to level the playing field among candidates.
With the entertainment industry, political parties and the public largely unaware of the provisions of the Act, a number of candidates got the services of celebrities to endorse their candidacies unaware of the impact of such an act on the livelihood of the movie and TV stars.
The entertainment industry, however, has not much choice except to follow the law because of the prominent media space given to the Fair Election Act. Number one Philippine broadcasting firm GMA Network issued a statement on its evening newscast that it has informed its talents who have endorsed candidates that they have to go on leave from their shows even if the political commercial was shot before the official campaign period.
Rival network ABS-CBN, in a statement on its Website, said it has prohibited its on-camera talents from using the station's programs for campaign purposes. Affected by this policy are major ABS-CBN talents like popular noontime show host Willie Revillame and celebrity talk show host Kris Aquino-Yap. Revillame endorses Nacionalista Party presidential candidate Sen. Manny Villar, while Aquino endorses her brother, Liberal Party standard bearer Sen. Benigno Aquino III.
On the GMA side, to be affected by the implementation of the Fair Election Act are Dingdong Dantes and Marianne Rivera - two of GMA's most popular talents - who are both Aquino endorsers.
Violators of the Fair Election Act face from one to six years of imprisonment.
