Gas exporters postpone Moscow Nov summit

MOSCOW, Oct 28 - The Forum of Gas Exporting Countries has postponed its Moscow summit from mid-November, a Russian official said on Tuesday, a week after its three biggest members, Russia, Iran and Qatar, agreed to form an OPEC-style group.
The official from Russia's Energy Ministry, who asked not to be named, said the summit of energy ministers from members of the Forum, which includes 12 states, had been postponed indefinitely. It was due to be held in Moscow on Nov. 17-18.
He did not give a reason for the decision.
Interfax news agency quoted an unnamed source as saying the decision was taken after the members failed to agree on a new charter, which was due to be approved in Moscow to help turn a largely informal club into a more formal organisation.
Europe and the United States have warned against such a gas export body, saying it could pose a danger to global energy security and create room for price manipulation.
Europe's top suppliers, including Russia, argue that the new organisation would help better structure long-term gas needs and coordinate capital expenditure programmes.
Last week, Russia, Iran and Qatar agreed to form what they described as a "big gas troika", or a permanent club to discuss key developments in the gas markets.
Iran said the new organisation would resemble the Organization of Petroleum Exporting Countries .
Russia, Iran and Qatar are ranked the first, second and third biggest holders of natural gas reserves in the world and together boast more than half of the global total.
The Forum also includes Algeria, Indonesia, Libya, Nigeria, the United Arab Emirates, Egypt, Venezuela, Trinidad and Tobago and Malaysia. Norway is an observer.
