The G20 ministers meeting in South Korea's southern city of Busan is framed against the backdrop of turmoil in the eurozone, which has sent the euro tumbling and triggered doubts over the durability of the recovery. "Recent (eurozone) turmoil has once again raised concerns about the resilience of our financial system and underscores the importance of moving ahead on our financial regulatory reforms," South Korean Finance Minister Yoon Jeung-Hyun said. But the issue of new capital and liquidity standards for banks has been divisive going into the meeting while comments from the Japanese finance minister indicated there was unlikely to be agreement on a global bank tax. "We have already gone through the bubble economy ourselves in the past, more than 10 years ago, and we have a deposit insurance scheme which gives good protection," Japanese Senior Vice Minister of Finance Naoki Minezaki said. "We are not saying that we're opposed to it [a bank tax]. It's all right to positively think about this... But at this juncture, the situation is not such that Japan would immediately introduce a bank tax," he said. Many argue more time is needed to assess the implications of tighter banking requirements and how any global standard can be reconciled with an array of different national regulatory plans and tax regimes. Members whose economies are largely financed by markets, such as the US, want banks to be required to hold more assets on their balance sheets to protect against any future crises. But policymakers in continental Europe, where banks provide more financing, worry that higher reserve requirements may hit growth. A global bank tax is supported by the International Monetary Fund, European powers and the United States but resisted by some developing nations plus Canada and Australia, who argue that they should not have to pay to clear up a mess they did not create. However, such opposition is "short-sighted", said one official who did not wish to be named. "The argument that 'we didn't have a crisis, so we don't have to do anything' is very short-sighted. You didn't but you might next time," the official said. "In the same way traffic laws are designed to guarantee safety, there are enforcement mechanisms and still there are traffic accidents. You can't design a system where there are no accidents." US Treasury Secretary Timothy Geithner said this week it would be "perfectly reasonable to use transition periods to make it easier for countries to adjust" to stricter banking rules. The eurozone debt crisis has cast doubt over the durability of a fragile global economic recovery, with ministers at the Busan meeting working to prepare a path towards sustainable and balanced growth. Shin Je-Yoon, South Korea's deputy finance minister for international affairs, said before the session on regulatory reform that discussions had generated "a lot of heat". Many ministers discussed the importance of fiscal consolidation in European countries and saw the eurozone crisis as a global issue, Shin said. Markets remain ruffled despite the European Union's move to craft a 750 billion-euro (913 billion-dollar) rescue plan and a European Central Bank effort to buy the bonds of troubled countries such as Greece. Stricter capital rules being devised by global regulators are supposed to be ready by the end of 2010, and the G20 says it aims to implement them by the end of 2012 if the global economy is strong enough.
