The issue arose last week when the Obama administration acknowledged that White House Chief of Staff Rahm Emanuel asked former president Bill Clinton to persuade Rep. Joe Sestak of Pennsylvania to give up his race for the Senate in a Democratic primary against Sen. Arlen Specter. The White House also acknowledged trying to influence a primary election in Colorado. A spokesman defended the actions as a justified effort to avoid infighting among Democrats. “The president has an interest in ensuring that supporters don’t run against each other in contested primaries,” said press secretary Robert Gibbs. The influence consisted of encouraging candidates to consider other job options, such as potential political appointments in the White House. Some Republicans are unconvinced the issue should be dismissed so lightly. House Minority Leader John Boehner (R-Ohio) is calling for an independent investigation into possible criminal conduct. “The fastest way for the American people to get the answers they deserve about this troubling pattern of conduct is for the White House to come clean and disclose its use of federal appointments to manipulate elections,” Boehner said. Republicans are suggesting White House officials might have violated the 1939 Hatch Act, which forbids federal employees from engaging in partisan political activity. One provision forbids officials paid with federal funds from using promises of jobs, promotion, financial assistance, contracts, or any other benefit to coerce political support. The uproar started after Clinton suggested to Sestak that he drop his Senate race and instead take an unpaid job on a federal advisory panel to improve his political future. As Republicans and the news media focused their attention on what appeared to be improper influence in the Pennsylvania primary, the White House admitted Thursday that it also became involved in a Colorado primary. Deputy chief of staff Jim Messina told former Colorado House speaker Andrew Romanoff that he might be favored for a government job if he gave up his Senate race against incumbent Michael Bennet. Romanoff previously had applied for a top position with the U.S. Agency for International Development (USAID). Again, the White House defended Messina’s actions in a statement as an attempt to maintain Democratic Party cohesion. “Jim Messina called and e-mailed Romanoff last September to see if he was still interested in a position at USAID, or if, as had been reported, he was running for the U.S. Senate,” the statement said. “Months earlier, the president had endorsed Senator Michael Bennet for the Colorado seat, and Messina wanted to determine if it was possible to avoid a costly battle between two supporters. “But Romanoff said that he was committed to the Senate race and no longer interested in working for the administration, and that ended the discussion,” the statement said. Obama was not personally involved in efforts to influence the elections, Gibbs said. Romanoff confirmed the White House account by saying, “At no time was I promised a job, nor did I request Mr. Messina’s assistance in obtaining one.” Both Romanoff and Sestak continued their primary campaigns for the Senate. Sestak defeated Specter. The assurances from the White House have done very little to end Republican criticisms. “Rather than running a federal government facing a devastating economic crisis, two wars and now perhaps the worst environmental disaster in history, the White House chief of staff and his deputy are acting like Chicago party bosses,” a Republican National Committee statement said.
