SCENARIOS-Australia builds Internet network

WELLINGTON, Dec 24 - An Australian government panel reviewing bids to build a national broadband network has rejected a proposal from the country's largest phone company, Telstra <TLS.AX>, saying it did not comply with the stated requirements.
The winning bid is expected to be selected by end-March, with work to begin in late 2009. TELSTRA BUILDS NETWORK A final decision on the network rests with Minister for Broadband Stephen Conroy. The panel reviewed six bids, but rejected only Telstra's, and will make a recommendation to Conroy in late-January. Conroy could ignore the panel and choose Telstra.
RIVAL BUILDS, ACCESS LEGISLATED TO TELSTRA'S NETWORK
A rival, at this stage most likely to be Singapore Telecommunications-owned Optus <STEL.SI>, builds the network and the government legislates to forcibly break up Telstra, splitting the network assets into a separate holding company with fixed prices and terms for access to the network builder. This is seen as the most likely outcome if Telstra is left out from building the network.
RIVAL BUILDS, ACCESS NEGOTIATED TO TELSTRA'S NETWORK
A rival bidder is granted the network and could negotiate terms and prices to access Telstra's infrastructure to build the network. Seen as a possible way for Telstra to avoid a damaging break-up. (For full story, click [ID:nWEL369240]
