BP shares slumped 15.7 percent in early London trading after the Obama administration gave the firm until Friday to update plans to contain the spill that has cost the company billions of dollars. As oil soiled beaches and fragile wetlands, Louisianans frustrated with BP and the government took matters into their hands, resorting to desperate measures like pompoms and vacuum cleaners to soak up the crude. Obama, who heads to the Gulf next week for his fourth visit since the oil rig exploded on April 20, "will express his heartfelt condolences" to the families of the 11 dead, his spokesman Robert Gibbs said about the White House meeting. "And I think he's eager to discuss with them what their family was telling them about safety conditions and what type of changes can and must be made in the regulatory framework to ensure that deepwater drilling that goes forward is done in a way that is safe and not life-threatening." Fueled by 24/7 media coverage of oiled birds and tides of toxic crude washing up on US shores, American public anger is growing and Obama's administration is under increasing pressure to hold BP accountable for the biggest oil spill in US history. Edward Markey, chairman of the House Energy and Environment Subcommittee, claimed BP was "either lying or they are grossly incompetent" when the company initially low-balled the amount of oil spewing into the sea in the wake of the explosion. US Coast Guard Admiral Thad Allen, who is leading the government response to the disaster, met with BP officials on Wednesday and ordered them to produce records of compensation claims filed in four stricken southern states. He called for "more detail and openness" from BP. The stringent demands for greater transparency betrayed the growing mistrust between BP and the administration more than seven weeks into the nation's worst-ever environmental catastrophe. Allen also sent a letter to BP chief executive Tony Hayward, asking him to explain how compensation packages to devastated local industries were being calculated and why they were taking so long to process. A separate letter ordered BP to inform the government of any contingency plans for its "top hat" containment system. The device, placed last week over the blown out well some 50 miles (80 kilometers) off Louisiana, is capturing nearly 15,000 barrels, or 630,000 gallons, of crude a day, yet oil continues to pour into the Gulf. Allen said modifications next week "could take leakage almost down to zero," while a special task group works up new estimates on how much oil is still gushing out. But a more permanent solution will not come before two relief wells are due to be completed in August to plug the massive leak. Facing a grilling from Senate lawmakers, Interior Secretary Ken Salazar admitted that cutting the leaking riser pipe to build the containment system may have increased the flow rate by between four and five percent. His hearing was disrupted as a protester poured an oily-looking liquid on herself before being arrested. "This is what it feels like to have oil dumped on you," shouted the woman, who said she was a fourth-generation shrimper from the Gulf. Fear and frustration was palpable in the bayou, where people have counted on the sea for their livelihoods for generations. "No one can tell us how long this is going to take," said Clarice Friloux, who has been shrimping with her family her whole life. "They can't guarantee we'll be back at work in five years." Louisiana Governor Bobby Jindal said Gulf Coast residents who no longer trust they will get help from BP and the federal government were using "Cajun ingenuity" like a huge experimental vacuum that sucks oil off the water surface. "This is a war," he told CNN about the battle to protect the coast and its way of life. "The way to win this war is to use everything we've got to keep it out of the wetlands." Hayward will testify before US lawmakers for the first time next week, as BP investors fear intense political pressure from Washington over the spill could force the group to axe its prized shareholder dividend.
