The decision boosts U.S. efforts to stop nuclear proliferation worldwide but increases tensions between the Islamic nation and Western countries about the use of nuclear power. By a vote of 12-2, the Council adopted a resolution that imposes new rules, such as a ban on Iranian investments in uranium enrichment activities outside its borders. Resolution 1929 also prohibits Tehran from undertaking activities involving ballistic missiles that could carry nuclear weapons. It bans nations from selling heavy weapons such as tanks and military aircraft or providing technical assistance about such weaponry to the Islamic republic. Iran's vessels will be subject to inspection for banned weapons or nuclear items, and a U.N. sanctions committee will be created to oversee the implementation of the new sanctions. The resolution also adds 40 more Iranian companies to a list of firms whose assets have been frozen because of ties to the Islamic Revolutionary Guard Corps, an elite force created after the 1979 Iranian revolution that Washington believes is developing nuclear weapons and supporting terrorists. The White House called the sanctions "a clear and strong response to Iran's refusal to address international concerns over its nuclear program." It added, "This resolution complements our diplomatic efforts to engage Iran... The United States remains open to dialogue, but Iran must live up to its obligations and clearly demonstrate to the international community the peaceful nature of its nuclear activities." The United States has been calling for sanctions against Iran for violations of the Nuclear Non-Proliferation Treaty. The new sanctions come less than a month after Iran agreed to send some of its low-enriched uranium to Western nations in a nuclear exchange agreement that had been in negotiations since last year. Iran agreed to send 1,200 kilograms of 3.5 percent-enriched uranium to Turkey in return for 120 kilograms of 20 percent-enriched uranium for its Tehran Research Reactor. The exchange agreement requires Russia and France to send fuel for the Tehran reactor within a year after Iran ships out its own fuel. It was negotiated with Brazil and Turkey, the two nations in the 15-member Security Council that voted against new sanctions. The United States is part of a group of nations called the P5+1 negotiating with Tehran on disarmament. Last month, it revealed the size of its nuclear stockpile as part of non-proliferation efforts. The disclosure followed an international summit in Washington intended to gain support for new sanctions against Iran. Washington classifies Iran as a state sponsor of terrorism and believes the Islamic nation provides assistance to Hamas, Hezbollah, Palestinian Islamic Jihad and members of the Taliban. According to the U.S. Treasury and State departments, Iran's Revolutionary Guards train, fund and provide weapons to terror groups and Iraq-based militants. Iran, a signatory to the NPT, has maintained that its nuclear program is for the peaceful production of civilian, nuclear energy. It has repeatedly criticized the United States for supporting Israel despite the Jewish nation's refusal to sign the treaty. "The government of the United States which is the main suspect in the production, stockpiling and use and threat of the use of nuclear weapons, insists to assume the leadership role in reviewing the NPT," Iranian President Mahmoud Ahmadinejad said in a speech last month before the U.N. during which delegates from American allies such as Britain, Canada and France walked out. Iran has received three sets of U.N. sanctions for its nuclear activities. In 2002, its covert uranium enrichment plant in Natanz was discovered, and in September last year it informed the IAEA of a uranium-enrichment facility in Qom just as Western nations were about to accuse it of concealing a second nuclear plant. Early this year, Iran began producing 20 percent-enriched uranium at its Natanz nuclear facility, prompting heightened concerns in the international community that it could develop a nuclear weapon. Iranian officials have said the fuel is for the production of medical isotopes for cancer patients. Enriched uranium is used to generate power for civil, scientific and military purposes. Slightly enriched uranium has a concentration of 0.9 to 2 percent, while low-enriched uranium has levels below 20 percent and is used in many reactors worldwide. Uranium enriched to 85 percent or more, called weapons-grade or highly-enriched uranium, is used for nuclear weapons.
