Chinese city apologizes again for water pipes

 AP - Friday, December 19
BEIJING - A city government in northern China has had to apologize for the second time in a month over burst water pipes that cut water to more than 400,000 people, state media said Friday.
Zhang Zongzhi, the director of the urban construction administration in Baoji City in Shaanxi province, said the government "sincerely apologizes for the latest pipe bursts," the official Xinhua News Agency reported.
Water mains from a local reservoir burst Tuesday, cutting off the water supply. It was the 11th time in the last decade the pipes have burst, it said. The water supply resumed Wednesday after more than 100 workers repaired the pipes.
One week ago, the city's mayor, Dai Zhengshe, was forced to apologize over an earlier pipe break this month, saying it was "due to historical reasons."
A previous mayor of the city, Pang Jiayu, also a former local Communist Party boss, was jailed in June in connection with a corruption scandal for allowing the use of substandard pipes in the water mains, Xinhua said.
