This requirement under the Building Control Act came into effect on December 16. The Building and Construction Authority (BCA) is giving builders a grace period of six months to submit their requests to facilitate the application process for two types of licences. General Builder licences are for those who undertake general building works where plans are required to be approved by the Commissioner of Building Control. Depending on conditions such as the scope and value of building works to be carried out, builders can be issued with either Class 1 or Class 2 general licences. The other type of licence is the Specialist Builder licence, which is meant for those who work in specialist areas that have a high impact on public safety and require specific expertise. Under the new licensing scheme, every builder must appoint two key personnel — the Approved Person, who will direct the management of the business in Singapore, and a Technical Controller who will personally supervise the execution and performance of building works. BCA said the new licensing regime aims to raise professionalism among builders by requiring them to meet minimum standards of management, safety record and financial solvency.
