EU piles pressure as Kremlin hopes for gas crisis deal

MOSCOW (AFP) - - Russian President Dmitry Medvedev said on Saturday he was hopeful of a breakthrough at key talks in Moscow on Europe's gas crisis but the EU said it was "not satisfied" by the negotiations so far.
"I want this to happen as soon as possible, literally in the next few days," Medvedev said at international talks in the Kremlin, referring to the resumption of gas supplies to Europe that have been cut off for 11 days.
"I am sure we will in the near future resolve the question of transit."
Medvedev spoke as Prime Minister Vladimir Putin and Ukrainian counterpart Yulia Tymoshenko continued one-on-one talks into the night to resolve a dispute in which swathes of central Europe and the Balkans have been left to freeze .
The European Commission has said it will review its relations with both Russia and Ukraine if the two do not resolve their dispute this weekend and several EU states have questioned Russia's reliability as an energy supplier.
"The Czech EU Presidency is not satisfied with the results of the international conference of heads of states and governments on the resumption of Russian gas deliveries," the presidency said in a statement.
Czech Industry and Trade Minister Martin Riman added: "We expected both parties to announce that they had reached an agreement on the resumption of Russian gas supply to the EU via Ukraine. This was not the case."
But Riman still held out hope on the first face-to-face talks between the Russian and Ukrainian governments since the start of their dispute on New Year's Day, saying such a meeting was "a positive development".
"Talks between Russia and Ukraine are to go on tonight. We expect them to lead to a resumption of gas deliveries," Riman said.
Riman and EU Energy Commissioner Andris Piebalgs, who both attended the Kremlin meeting on behalf of the European Union, later had dinner with Tymoshenko and a senior Russian official, a spokesman for Piebalgs told AFP.
Earlier the EU said the crisis talks in Moscow were the "last and best chance" to resolve the row, which has forced schools and factories to close down and either reduced or cut off heating to millions of people.
A spokesman for Gazprom, Sergei Kupriyanov, was quoted as saying the Russian energy giant was "expecting to conclude a bilateral agreement with Ukraine on the question of transit and on future bilateral cooperation today."
As she headed for Moscow, Tymoshenko said in a statement: "There is a need to compromise in order to preserve friendly relations between Ukraine and Russia and to uphold the reputation of both countries in Europe.
"I am sure that such a compromise will be brokered," she said, adding she did not want "a knife in the back", an apparent reference to Ukrainian President Viktor Yushchenko, who has taken a harder line against Moscow.
Speaking to German reporters on Saturday during a visit to Germany overshadowed by the gas crisis, Putin said he was "an optimist" about finding an agreement and said there was "a trend of rapprochement" with Ukraine.
German Chancellor Angela Merkel said after speaking to Putin in Berlin that gas companies were discussing a "test" resumption of Russian gas supplies through Ukraine and that such a deal should be "implemented quickly".
A spokesman for the European Commission, Johannes Laitenberger, meanwhile warned on Friday the bloc would determine next week whether to continue "business as usual" with Moscow and Kiev if the weekend talks failed.
The gas crisis has cost EU states hundreds of millions of dollars (euros) and has meant little or no gas in a swathe of countries. Gazprom says it has lost more than one billion dollars so far.
The EU depends on Russian gas via Ukraine for a fifth of its supplies.
The crisis began on January 1 with Russia halting supplies to Ukraine over a payment dispute and later escalated with a complete cut-off of gas transiting through Ukraine to Europe amid mutual accusations between Moscow and Kiev.
