A two-day European summit on the Roma community wrapped up Friday in Spain with timid commitments to improve access by this discriminated group to European Union funds to boost integration. MADRID (AFP) - – A two-day European summit on the Roma community wrapped up Friday in Spain with timid commitments to improve access by this discriminated group to European Union funds to boost integration. Spain, which currently holds the rotating presidency of the European Union, along with Belgium and Hungary, the next two nations to lead the bloc, agreed to ensure that EU funds for improving the living conditions of Roma are managed "effectively". "It is time to give impetus to achieve substantial improvements in the social and economic integration of the Roma population," said the so-called "Cordoba Declaration" issued at the end of the summit which was named for the city in southwestern Spain where it was held. French State Secretary for European Affairs Pierre Lellouche, who took part in the gathering, on Thursday criticised the lack of concrete steps taken in Europe to end discrimination against the Roma and said he was "disappointed" that only a handful of European ministers took part in the meeting. "We cannot continue to indulge in statements of principle while we have this massive problem since the enlargement of Europe where we discovered amongst us this 'fourth world' of between nine and 12 million people," he told AFP. An EU rights watchdog, the Vienna-based Fundamental Rights Agency, blasted Thursday a "year of failure" in fighting discrimination against gypsies in a report marking International Roma Day. A recent report by the watchdog showed that Roma were the most common victims of discrimination. Over the past year, 25 percent of Roma were the target of assaults, threats or harassment. And yet, between 66 and 92 percent had not reported the most recent incident. The Spanish government meanwhile announced that it would spend 107 million euros (142 million dollars) between 2010 and 2012 to promote integration, access to education, health, employment, housing and culture to the roughly 700,000 Roma living in Spain.
